The most PERFECT hard boiled egg comes from doing this:

Put eggs in a pan, then fill with water until the water level is an inch above the eggs
Set on high, and as soon as the water starts to boil turn the heat off and put a lid on the pan
Let them sit in the hot water for 15mins, then drain the water, pour cold water over them, and let them sit there for about 5 mins.
 There ya go, best hard boiled eggs ever :)
